If the unit is with big size, many economic businesses, huge financial revenues and expenditures , and a high standard on operation management, it shall set up an accounting organ independently and be equipped with full-time accounting personnel for the purpose of organizing all kinds of economic activities of the unit and accounting the financial revenues and expenditures in time, and implementing efficient accounting supervision to ensure the efficiency of the accounting work and the quality of the accounting information.Thus it can be seen that the units that ask for accounting keeping must be small economic organs and individual businesses that should set up accounts. Our country doesn’t have explicit judgment criterion as for what is a small economic organs.The individual businesses that should set up accounts refer to the ones who engage in production and operation ,have fixed production or operational site, and still have the obligation to set up accounts. All mentioned-above information can find its basis in Interim Regulations on Individual Business’s Accounting Establishment issued in June 19th, 1997 by State Administration of Taxation.

      What need to be pointed out clearly is that the unit can determine automatically whether set up full-time accounting personnel,but setting up accounts is a mandatory requirement, the right of final approval to set up accounts belongs to the administrative authority.

Bookkeeping Agency Institution

       Bookkeeping agency institution refers to the intermediary organization that is approved to establish legally to engage in bookkeeping accounting business.

Bookkeeping agency institutions mainly include accounting agency company, accounting firm, tax agent firm and other social consultation service equipped with the a bookkeeping certificate and so on. Bookkeeping agency institutions that engage in bookkeeping accounting business shall conform to conditions of engaging in bookkeeping accounting business stipulated in Interim Measures for the agency bookkeeping management issued by Ministry of Finance.Bookkeeping agency institutions are on behalf of clients to conduct the following business in accordance with the entrustment: One, to conduct the accounting business. Conduct the accounting business including examine the original documents ,fill in all kinds of certificates, register accounting book, make accounting statement, based on the original evidences and other materials,in accordance with state unified accounting system; Two, offer accounting statements to pertinent departments and other accounting statements users regularly; three,offer taxation materials to taxation authorities regularly; four,other accounting businesses entrusted by clients.

For example, Beijing Dianchuang Registered Agent Services is a professional bookkeeping agent company approved to be established by Beijing Administration for Industry and Commerce and Beijing Finance Bureau

Notice

Some accounting agent companies haven’t signed official principal agent contract,and lack of explicit stipulations upon the rights and obligations of each party. The liability of each party can not be distinguished generally when encountering objections in actual work.Thus the enterprises should be more cautious when choosing accounting agent companies.

Individual “accounting agent companies” have no qualifications to conduct accounting agent business( accounting agent license, accounting license and so on approved by Municipal Finance Bureau), and can avoid their responsibility and damage the benefits of the clients when ther are some issues occurred.
